This sounds like a fine "anti-abortion" policy to me, also.
The only thing I can think of to add is that such a policy
of providing well for all potential humans should not
only make parents want to bring children into the
world (and help them do a good job of it),
but *also*, once the children enter the
world they will be glad to be a part of it. (This would seem
to me the authentic human content of the biblical myth that
on the seventh day God looked at what He had created and
saw that it was Good.)
What other goal could a genuinely *human(e)* society aspire to?
