True, but the Scots stood out in this aspect. (Hence English is now the "world language"...) The original name Scotland meant the Land of the Pirates. Indeed, the majority of pirates during the main era of ancient sea piracy came from Scotland and surroundings, some of them even funded by the British Crown who at the same time used its "fight against" sea piracy as a pretext for global imperialist expansion, in an early "war or terror" scheme (sounds familiar?). According to the "Atlas of Piracy" (Prima Editions, England 1999), as many as _98%_ of the world's sea pirates in the early 18th century came from Britain and two of its colonies, 53% from Scotland and surroundings.
