The only liability that I can discern is that of whoever built the levees
that failed due to inadequate construction. The Corp of Engineers did the
project, using contractors. Liability will ultimately be up to those two to
decide between themselves.

Of course, some Christian fundies are asserting that Katrina was sent by
God, so I guess God could be liable, too.

I note that some who were affected by the hurricane Katrina are thinking of
or have actually launched a law suit against FEMA for failing to compensate
them.  

Interesting turn of events.

I guess governments had better develop some awfully deep pockets.  Next
hurricane.  Next earthquake. etc.

I understand that governments have a role in helping out in major tragedies.
But to compensate and bring people back to their original state was, I
thought, the role of private insurers.  Or the old  (and somewhat quaint)
adage "saving for a rainy day."

Thanks for the medical diagnoses clues, Darryl.  I'm
concerned that our
society is becoming accustomed to depending on others, an
institutionalization of even the most mundane activities of
life.  Even if
the systems upon which we depend remain reliable, my sense
is that people
are losing a significant part of what it means to be alive:
to have a
growing portfolio of skills and competencies.
