Sounds to me past time for a worldwide popular movement to agitate for international intervention. By the sound of it, the regime must be ready to collapse in a strong breeze. Threat of military action, or simply displacing the regime's enforcers with UN troops brought in to protect aid workers sent to rescue the population, could possibly save tens of thousands.
