This is certainly the case in some large green orgs. I know many dozens 
(there must be thousands globally) which have neither greedy 
boardmembers nor much money. They are run by volunteers with small or no 
staff. The Bell Curve applies there as I've experienced it first hand. 
Often a boardmember with access or control of foundation $s tries to run 
the show, swaying the mission towards his/her view. But they are as 
frequently lefty as  righty. (Population activism has been my main 
experience)

Re the big orgs., you are probably correct about self selection of 'elites.'
