You must learn about irony, Chris. The crash wasn't a contrivance of your Predators - whomsoever they may be. It was an inevitability, apparently happening every 18 years or so.
Of course the aware rich take advantage of it and enhance their positions - others lose their shirts. About the only policy that would help is to allow land prices to crash. That's the best way to get production started again, but politically its dead on arrival. Instead, we shall probably follow the Japanese into a dozen, or more, years of stagnation. There are so many government policies ranging from the potty to the disastrous that one cannot easily grasp their damaging consequences.
