I think you are missing the point Mike.   They don't pay their bills on
time.   They are pain in the royal butt unless you sell them a trinket.
Services are just awful at collecting for.   They have a game called
"strategic giving" where they try to get everyone else to pay for some
charity or cultural activity that they want to have.   It's why giving them
a tax bread is a waste.   They will do little for the economy except move
the money elsewhere.   If you are not rich, you are being taken advantage of
by the rich.
