People located in Silicon Valley because it was a nice bucolic place to
live. We  Californians don't much consider the possibility of earthquakes
because they are likely to be such a small part of our future. Fire and
flood are more important for many of us.

The fault had nothing to do with land-values. Few people in residence kept
land-values lower. When more people - and highly paid people at that - came
to the area, land-values soared, as they always do. Yet, the Santa Clara
valley is probably still pretty sparsely populated (because of high
land-values).

Tornados are much more frightening , as my good wife used to say, yet people
by the millions live in tornado areas and many are killed. (Why they do so
is part of Georgist analysis, but then Georgist analysis covers most
things.)
