Just butting in here (since I just don't grasp all this international
economics stuff) I'd make a WAG that REH means:
One Dollar, one vote.
Or, since that would be unworkable if taken literally,
One-hundred megabucks, one vote.
See Buckley, Citizens United and others in the SCOTUS. Wasn't the
infamous (or celebrated) Robert Bork in the $1=V1 camp? "Investors" are
citizens, people are just biomass.
Am I sounding like a nutter yet? ;-)
