Have you read Brunner's _Shockwave Rider_?  A pre-cyber-punk classic,
also pre-internet but prefigures it.  Corrupt establishment fails to
co-opt brilliant young guy with a natural talent for computer
networking.  A good read, makes a good case for subverting an
unrestrained and unremittingly corrupt system.

The downside, of course, is that the Really Bad Guys might deploy such
a wizard hacker first and do all the wrong things -- what the
"cyber-warfare" hype is all about.
