I've always considered that Negative Externalities are examples of the pyscho-pathology caused by poor toilet training as children. Poor parenting or absent parents. People who don't clean up after themselves and leave it for others using economics as the excuse. Like children, they sometimes parade their negative externalities before the world as symbols of progress and pride even though it's a smelly mess to the rest of us.
