I thought it was *THE* Maunder Minimum, a unique episode.

That period also corresponds to the flowering of enlightenment in
Britain from the birth of Isaac Newton (1642) to the first working
Newcomen steam engine in Cornwall (1714-5).  It saw the birth of the
Royal Society and the careers or Hooke, Boyle, Wilkins, Wren and
Waterhouse as well as others on the continent.

It is also almost exactly the period enbraced by Stephenson's _Baroque
Cycle_, from Newton's childhood to the cornation of George I.
