I am just reading (unfortunately in Spanish and thus VERY slowly) a 
book by a renowned Argentine investigative journalist, Horacio 
Verbitsky, entitled "ROBO PARA LA CORONA-Los fruitos prohibidos de la 
corrupcion", ISBN 950-742-145-9. He goes into the consequences and 
machinations during the Menem regime in the privatization imposed by 
the IMF. As I understand it, by various schemes of subsidization and 
machinations, while the state enterprises where sold at bargain 
basement prizes to the private sector a lot of originally private 
debt was converted into public debt. Thus it appears to be no 
coincidence that the amount of public debt is roughly of the same 
magnitude as private Argentine investment in the USA.It was published 
in 1991 it may be somewhat out of date as to the state of affairs but 
does a first class job of explaining its origins.

The book is very detailed, giving names, numbers etc.

I recommend it to you and anybody interested.
