In this article, I read:

    "Phonics is a way of thinking about illiteracy
   that doesn't involve thinking about 
   larger social injustices. To cure illiteracy, 
   presumably all children need is a new set of
   textbooks."

Mutatis mutandis, I was immediately reminded of
a parallel:

    The war against terrorists is a way of thinking about 
                 violent social turmoil
    that doesn't involve thinking about
    larger social injustices.  To cure violent social turmoil,
    presumably all we need to do is to rid the planet
    of all the people who would commit violent acts.
