One of my nieces in Wales is a grade school teacher. Her husband is a social worker. Not a lot of money comes in for them and two children. But her erstwhile council house now belongs to them.

They have remodelled it, added an extra room, are enjoying having a home of their own. It was, perhaps, the best thing that Thatcher did.

Thatchers actions which moved council housing to private ownership achieved
much the same thing: made every person a capitalist.  Which is what she
wanted.

Re: land reform.  I think the govts are less worried about the peasants
becoming uncontrollable, they are more worried about about the big
landowners---the oligarchy.  Most govts are indistinguishable  from the
oligarchy anyhow which makes the Chavez case in Venezuela so interesting.
He has managed to win and hold on (so far) in the face of all sorts of noise
and commotion, but he has the army on his side.  Smart man.
