I don't know if this is relevant, but in May I read a legal scholar explain that the reason Bush did not declare the war won (but only that the major conflict phase was over...) was that if the U.S. declared victory, then acording to some Geneva convention the U.S. would have to repatriate POWs and, more important, stop trying to assassinate enemy leaders.
