I'll assume you're using GNU Emacs as that's by a very large margin the
most widely used Emacs currently.

Even though I a not a C programmer myself it seems most in emacs-devel
use GUD[1] for debugging.

Assuming you don't mean fvwm-development: I'm still actively maintaining
fvwm-mode[2], though I'm not quite sure it will work with XEmacs anymore.

It's available from Emacs' package manager if you add the melpa
repository.
