fvwm (like any other window manager)
runs on top of a running X session.
So your system has to run fvwm instead of icewm.
You probably can do so by putting the line
/usr/bin/fvwm
into your ~/.xsessionrc and restart X.
Alternatively you could install a login manager like gdm
where you can choose the actual window manager by menu.
