I think I may not know the terminology.

In the screenshot there are two icons? taskbars? There's my problem
with terminology. I thought one would be a taskbar - the one on the
left?

I would like to change the colour of the background in both.

However, my real question is how to work in the configuration file to
be able to change things to suit my prejudices.

I don't get any result, much less the desired result. I think there is
an override in colour at the very end of my fvwm2rc file that controls
it all. [one ring controls them all sort of thing?]
