If you're talking about what I think you are, the "length of the
taskbar not being the length of the screen fully" is a known
limitation in FvwmTaskBar.

Screenshot?  Did I miss something?  I don't see one of those.  Either
way, that setting simply tells the module where to place itself on the
screen.  For me, it's placed as asked for.

The problem is that you're not really telling us what you're wanting
to do, so I am having to put more work into understanding that from
hints you've provided (such as in this email).

No.  It's just taking a lot longer than I'd have liked.

At this stage, I am going to strongly suggest you use FvwmIconMan, and
then when you've configured that correctly, perhaps look at getting it
swallowed in FvwmButtons -- and for that, there's plenty of examples
floating about.
