FVWM: getting to root menu

Probably a familiar question for experts:  Normally I click on the the 
root window to the root menu.  Sometimes the root window is completely 
covered.  Is it possible to exclude all windows from a 1-pixel row at 
the top of the screen?  It is easy to click there.  How do other folks 
ensure quick access to the root menu?
