EWMHBaseStruts is your friend. I personally use keybindings for almost
everything, but there are so much ways to do that. For example, to use
a panel with buttons (in combination with the command above, so other
windows dont overlap it) or you can bind "Menu FvwmRoot" or "Popup
FvwmRoot" (assuming that FvwmRoot is your root menu, to a mouse key into
one of the titlebar buttons, like this:

  Mouse 1 3 A Popup FvwmRoot

That will bind left click in the second button starting from the left of
the title bar to the menu, so you can open the menu in every window,
if you cannot reach the root window.

There might be some other ways...
