FVWM: FocusFollowsMouse vs ClickToFocus

FVWM version: 2.5.10

Problem: FocusFollowsMouse vs ClickToFocus  - Window Iconize Behavior

Description:
I have a window terminal that covers the entire screen which is set at Layer 0 (say win1 - a background ) . 
I have a smaller window set at Layer 4 (say win2)

When I set fvwm2rc with FocusFollowsMouse style and iconize  win2 it stays on top of  win1 and doesn't go behind it.
However, when I set ClickToFocus and click on win1, win2 goes behind win1.

I want the first behavior - the iconized win2 to lay upon the win1 (acting like a background)
Is there a way to make Layer 4 windows to remain on top of Layer 0 when it's iconized?
When I use "Style "*" ClickToFocus" do I need to configure other options  to obtain the desired behavior ?
