Snap attraction is disabled by holding alt during a move. If you release
Alt after starting the move it should do snap attraction. There were some
bug with that functionality fixed between 2.5.12 and 2.5.13, so if you
can't get it work it would be good to know what version you are using. In
case you are using 2.5.12 you should concider upgrading to 2.5.14.
