I asked to see if it was a fvwm bug or just a module bug. Apparently the problem is just with the module, so things are narrowed out.

OK, after a bit of poking around in the FVWM 2.5.18 source code for the FvwmIconBox module (and not finding anything obvious), I'm still looking for a solution.
