Styles take effect immediately if you have a fairly recent fvwm
version.  The latest stable (2.4.x) and development versions(2.5.x)
are fine.

You may be using the wrong style name:

Use

  Style ... NoTitle, HandleWidth 0

For windows with "handles", i.e. a border split into eight parts.
And use

  Style ... NoTitle, BorderWidth 0

if your windows don't have handles.
