OK.  You might need to create one.  FVWM works out this sort of thing
directly from X.  I think the preferred way of trying to do this these
days is via "xrandr" -- there's information about this on many wikis,
I am sure the Gentoo wiki has some.   :)

I appreciate it's difficult for you to describe this, but this sounds
like the Viewport setting needs defining in your xorg.conf file.  But
if that's the case, it sounds more like X isn't completely aware of
the correct resolutions for your screens.  You could check
/var/log/Xorg.0.log also.

No, this is not possible at the moment.  FVWM needs xrandr support,
it's on our TODO list, along with several other things.

Have you verified this screen scrolling problem using something like
openbox or some other window manager?  I suspect you need to define an
xorg.conf file and mess around with the settings in there.
