if fw1 is active with the default-policy then you don't have access to the
voyager.

Other than the implied rules in SmartDashboard, nothing is allowed to
hit the Nokia Enforcement gateway.
Yet, I can open up Voyager from a web browser.

I'm assuming that IPSO/Voyager's rules take priority over CP's?
