Checkpoint (at least) define a VPN as an ENCRYPTED link.
This is true for firewall-to-firewall and SecuRemote-to-firewall.
SecuRemote encrypts traffic that it sends, so you REQUIRE a VPN license, and
software, at the firewall, as well as a SecuRemote license.
If you don't have an encryption license (or don't have an SR license) for
the firewall and the management station, you won't be able to set up a VPN,
and won't be able to use SR.
