Usually when HTTP doesn't work to sites in the encryption domain, it is
likely because the browser is trying to go through a proxy server. The
reason it's even working for the first page is probably because the
page is locally cached on your user's PC. Make sure the browser isn't
configured to use any proxy servers.

You might try your luck with IKE and see if anything improves.
