Reginald,

Usually this is because your firewall does not have a rule
that allows access from the box that is pushing the
rules.

You can either create a rule, before your 'stealth' rule
that allows connections from your GUI box, or you can
verify that your policy properties has the "Accept
Firewall-1 Control Connections" box checked.

If this doesn't work or you already have this set, tell
us and also include your basic rules and policy
property settings.
