it creates a file called manage.lock located in $FWDIR/log.
Remove this file and you should be able to log in again with r/w.
hope this helps,

Subject: [FW1] fwpolicy editor locked.
Hi,
Is there a file which locks the policy editor when someone logs
in as read/write? It seems I was editing the policies and my
connection dropped and the GUI is now only allowing me to
log in read mode. Can someone point out how to fix this problem?
thanks!
