There is a lock file somewhere.  If you're running on unix, try the
following:

find / -name "*.loc*" -print

If you're running on NT, go to start->find->files then search for
"*.lo*" or "manage*.*".

Alternatively, rebooting usually clears the lock file as well....Hope
