Try using passive mode.  Also checking the client is using valid ports for
the data connections might lead to something.  Trying different command line
clients (ncftp, or other open source ones).  Also upgrade your FW to a newer
SP.

Are you by chance running into reserved ports? Each
file transferred is going to use another port #, and with
that many FTPs, you may be bumping into one??
