Will:

There are some implied rules that are associated with FTP.  Basically, you
ftp out on port 21 and it creates a backchannel on a random high port.

Fire up your GUI, go to Policy/Properties, select "services" and make sure
that you've got the two FTP options checked. 

Push your rulebase out to the gateway(s) and give it a try.  If this
doesn't work, fire up the log viewer and see if you can catch an error
message.
