We want to make it possible for other community members to share,
participate, discuss their concerns and ideas, and review current and
planned work.
Documentation in the manual helps some, but we also need to document
major changes in proposal/component requirements and specification.

Altering a proposal should usually be subject to community feedback and
review. In the specific case of Zend_Calendar, we discussed this issue
in the proposal comment feedbacks. So I suggest proceeding by editing
the Zend_Date proposal, and then asking the community to review the
edits (wiki page history/difference view). If Zend_Date had been
released in a preview download version of ZF, then we would *also* need
to file a feature improvement issue in our issue tracker.

P.S. I haven't forgotten about the copyright issue with the the CLDR
data ( http://www.unicode.org/cldr/ ) .. just a little busy.
