Yes, the signed copy can be faxed to us, but please also send an email
with the information requested, since we frequently have trouble reading
hand-written, faxed CLAs:

We do not currently have a form suitable for someone who is not "full
age" according to the legal laws in their country. We probably should
be asking for the age of contributors on the CLA. Are you aware of
anyone who has or needs to sign the CLA, but has not reached "full"
legal age yet?
