Zend_Form will be one of our #1 priorities after 1.0 release. It's really the main thing that's missing but we decided that despite that, due to popular demand for a stable release, we will put all of our energy into the 1.0 and then work on it later. So you can expect us post 1.0 to aggregate the various feedbacks that these proposals have gotten and then work towards an updated proposal for review by all.
Btw the old IBM code in incubator was incomplete and not an officially reviewed and approved piece (it was from the very early days of the framework before we had all the process in place).
