The New BSD License requires that the distribution retain the copyright,
conditions, and disclaimer.  The CC license you indicate does not require
this, but I would be surprised if this overrules the condition in the New
BSD License.  

So I think that you must include ZF's LICENSE.txt and so would anyone
distributing your product, even if the CC permits them merely to link to the
CC web page to notify users of the license covering your product.

Also this is not a matter of license incompatibility, but I would not
recommend using the CC as a software license.  It says "approved for free
cultural works."  The main problem being that the CC has no "AS-IS" clause
protecting you from liability, for example if bugs in your code result in
any damage.

Usual disclaimers apply:  you should not rely on legal opinions from
strangers on the internet.  Get an opinion from a qualified legal
professional about this issue before you make business decisions.
