The documentation says that since 1.6 Zend_Locale can be stored in the registry and Zend_Translate will use it and it continues saying that if the browser accepts 'nl_NL' then Zend_Translate will automatically use the 'nl' translation if disponible since it's the most fitting language (http://framework.zend.com/manual/en/zend.translate.using.html#zend.translate.using.languages.automatic).
