Hi Robert, I was thinking more of user-contributed components (ala Zend_*) that user-contributed modules, since they'd generally be much more self-contained and easily reusable than full MVC modules.
As far as user contributions being restricted by employers, that could we be an issue, but I wouldn't think any more so than for the other frameworks/CMSes which have healthy such repositories. I haven't yet used ZF enough to know whether the existing set of zend components is so comprehensive as to minimize the need for other generic components, but I'd be surprised if that were the case (and Matthew indicates they've considered the idea of contrib repository).
