I know Mitch from my track club days (we worked together on the first track club web sites). If anyone can talk Google into coming to Fort Wayne, it would be Mitch... ;)

commercial grade 1000Mbps. The FIOS connection I had was so poorly done and I had to call Verizon several times (I was out of service for days sometimes) before giving it up for Comcast. Comcast upload speeds are not that great but it works without interruption.

But your experience may not have been the fiber itself, but the installer, since installer quality seems to vary pretty wildly. If you get lucky a good one finally comes to your house, sees the cable run to your house, starts swearing to himself, and then redoes it the right way. At least that's what happened in my case, and I've had very fast/solid service on Verizon FIOS ever since.

Fort Wayne actually does have fiber. How much, I don't know for sure, but it is there.
