My understanding is that when I post something to public, it shows up on my 
public profile page.

When I post something to a circle, only the people following me in that circle 
sees it.  I can inform people about it who aren't following me, but ill rarely 
use that feature since that will likely be seen as spam.

There's a way for people to prevent resharing in a circle I believe, but they 
can always capture the screenshot.
