Perhaps if you told us what type of network connection you're using,  
and what OS also?

Examples:

OS 9.1, 9.2.2, OS X 10.3.8, OS 10.4.11, etc

dail-up modem, Airport card or Ethernet to: (dail-up, DSL, Cable,  
FIOS, etc).

Also, I've never seen a "destination busy", perhaps this message is  
also more detailed, and what is generating this message, Finder?
