Your information is sketchy, but I'll make some guesses.
First, how are you getting on line? Cable? DSL? Dial-up?
Something else? The only time I ever got a message like this was
when I was on dial-up. It turned out to be a phone company problem
rather than one with my computer or ISP.
Do you always get the message? Only sometimes? When? If you have
more than one internet account, do you get it on all accounts or just
one? If you try using someone else's connection, does it happen then
also or only with yours?
