The base station was trying to obtain a valid DHCP Lease (IP address, 
mask, etc) from Charter's DHCP servers.

When it takes more than a few seconds, the reasons are usually 
administrative.  It could be that Charter's servers are set to not 
dole out more than one lease per account.  If that's the case, then 
you had to wait until the old lease timed-out or expired.  Or it 
could be that while you were on hold, someone did the necessaries to 
manually release that old lease...
