The ISP's DHCP server provides the public IP lease to YOUR ROUTER.

Then YOUR ROUTER's DHCP server provides a lease, with a PRIVATE IP 
address, to your Mac.

IF your Mac is giving you a self-assigned IP address, then it is 
UNABLE to talk to YOUR ROUTER's DHCP server.  This has NOTHING to do 
with the ISP's connection or servers.

Causes of such blockage:  Failure or bad configuration in the NAT 
Router.  Firewall blocking DHCP in your Mac.
