In a Beige, the easy solution is to use a Radeon PCI card in forget about the built-in Rage. Unfortunately, you don't have that option in the Wallstreet, although I seem to remember someone mentioning a super expensive PCMCIA video card which probably doesn't have good support for both OS 9 & X. Apple produced an Knowledge Base Article on this common video problem, but their solution never worked for me. XPostFacto has a "Patch Rage Driver" and "Use old NDRVs" options that can help in some cases. Also, you can set the verbose startup from within XPF Options so that you can see what's happening during the Startup process, helpful with stalled. I would think that using XPostFacto should be a MUST for a Wallstreet, even if you're sticking with Jaguar 10.2. The XPF forums are pretty much dead, so registering won't get you any help, but they're good to read, almost everything has been discussed before.
