No, that isnt quite true. Apple recently patented the term OSX on it's own, 
without preceding it with Mac OSX.

This has led to the Apple rumour mill speculating they are going to licence OSX 
to non Apple hardware.

While this could be possible. I think it is too big a conclusion to jump to.
