If you just need to playback the file louder you can use VLC 1.0.0-rc4  
which will playback any audio up to 400% louder than what the file  
maximum is. I don't believe you can permanently change the audio level  
with VLC.

You can probably permanently change the volume with a dedicated audio  
program. One freeware that might work is UltraMixer:

You may or many not need the Flip4Mac QuickTime Plugin, so if you  
don't get any sound, install the Flip4Mac plugin.
